Trying To Make A Custom TV Station

Actually A SERIES of them based on mainly genre (I'm looking to create a sims versions of YouTube TV in both SFW & NSFW forms)  but am having trouble figuring out how to

1). Make a video playlist (I have troubles with this even with source videos)

2) Converting the source videos & video playlist files into PACKAGE files

I've already figured out how to get my Satellite Radio service (Which is currently ASMR only though I'm looking to expand it to include Erotic Music as well) & make my source videos reasonably compliant with the One Sim Minute Equals One Real Time Second rule the game but that's it

I've tried following the instructions here but most if not ALL the tools are outdated & won't work on most modern computers

Hence my problem

What do you guys use?? How do you guys do it??

Maybe only one or two people on this site mod the Sims on the level you're asking about.  They're regular members so I can't speak on their behalves,

Someone I do know who is helpful (when they have time) is OrangeMittens over on the Sims 4 Studio website.  You might try asking there since Sims modding is their focus,

Might also try Carl's Sims 4 Guide site, and he's active on all socials so contacting him should be easy.  That's the best I can do for you.

I asked the same question in a this post on LoversLab where there a number of Modders who also make Custom TV stations so hopefully I can get some help there too
