What I have now works well enough aside from the fog effect texture from the cryolator. I think I can swap it with the vanilla smoke particle texture and get a better visual.

Does that effect exist in FO3/NV?

Files used: FX shader from the cut FO3 cryolator, vanilla shiny dull cube map. GECK; effects shader, script, actor ability/spell. It's Bethesda jank but I made it work.

The mods in question (Androgyne and all the Sissy content) have been deleted and I no longer support them. -
