Batch Files Not Working

It all started with trying to make my own thinking that I was doing something wrong. Then I tried other people's batch files. I can't figure out what the problem is. I've dragged the .txt file to the game folder, go in game and type the batch file command and it keeps telling me it can't read it.

Yes. I uploaded it. I put 11 where it would be xx because it's supposed to be for a mod I included her gear in because that's where the mod is in the load order. Trying to make it easier for me to get her gear without having to open FO3Edit and console command each gear since we don't have the help console function like we do for Skyrim to make it easier.
