Why don't they just have it in a secured, locked place and hand out flyer in the location to bring to the register and then pull the product for the customer? Maybe even convert from a store to a internet related store with few items present for the customer to gap (impulse items with high margins) and the rest ordered using QR codes or better yet their website / app? Then gather it up and bring it to the customer. We don't have that problem where I live. Not even in areas where the population is mostly minorities. I remember a white guy shooting a black kid who was stealing from a CVS, I think. As far as I know, no charges were filed against him. People talk about Texas, but we don't mess around here either.
